The late Governor Evan Mecham frequently said \u201cthe Constitution says what it means, means what it says and isn\u2019t difficult to interpret when viewed in the light of its purpose<\/em>.\u201d\u00a0 He was right! Unfortunately, our organic Constitution has been intentionally misinterpreted and systematically destroyed by corrupt officials in all branches of government in an effort to ‘condition’ America for its role in the global prison known as the New World Order.\u00a0 It is time to put a stop to this unlawful activity and to restore our Republic.\u00a0 No group of people is in a better position to help do so than America\u2019s Sheriffs.\u00a0 They only need to honor their oath by enforcing the Law.\u00a0 Friends of Liberty United and its affiliates prays each of them will do so and act to support this position paper.<\/p>\n America is suffering because of a lack of obedience to the law, both temporal and spiritual.\u00a0 It is only if we again choose to obey both sets of law upon which our nation was founded that we can have hope for our Republic\u2019s survival.<\/p>\n Friends of Liberty United suggests everyone adopt the following Resolution as their position.<\/p>\n ********** begin resolution **********<\/p>\n WHEREAS<\/em> the Declaration of Independence identifies government\u2019s purpose as being to secure for Americans their unalienable Rights to Life, Liberty, and an opportunity to pursue Happiness, and<\/p>\n WHEREAS<\/em> any Act by government that has diminished or destroyed a person\u2019s ability to enjoy an unalienable Right is an illegal Act and those responsible for it and its perpetuation are criminals guilty of crimes found in Title 18 of the U.S. Criminal Code, and<\/p>\n WHEREAS<\/em> Friends of Liberty United accepts this fact as a litmus test for its interpretation of the Constitution and in determining the legitimacy of government acts, and<\/p>\n WHEREAS<\/em> the Bill of Rights was quickly appended to the Constitution by the framers to clarify what they considered unalienable Rights not to be infringed upon by the government, and<\/p>\n WHEREAS<\/em> a highly important Right is the use of grand juries which Supreme Court Justice Antonin Scalia wrote about saying \u201cthe whole theory of a grand jury\u2019s function is that it belongs to no branch of the institutional Government, serving as a kind of buffer or referee between the Government and the people<\/em>\u201d, and<\/p>\n WHEREAS<\/em> the use of grand juries to serve their intended purpose must include those initiated by ‘we the people’, and<\/p>\n WHEREAS<\/em> Friends of Liberty United finds the current practice of the judicial system ignoring the product of such grand juries to be repugnant to the Constitution and that those who made this decision had no legitimate power to do so, and<\/p>\n WHEREAS<\/em> the U.S. Supreme Court ruled in Miranda vs Arizona that \u201cWhere rights secured by the Constitution are involved, there can be no rule making of legislation which would abrogate them\u201d and in Marbury vs Madison that \u201cAll laws repugnant to the Constitution are null and void\u201d, and<\/p>\n WHEREAS<\/em> in American Communications Association vs Douds the Supreme Court said “It is not the function of our government to keep the citizen from falling into error; it is the function of the citizen to keep the gov’t from falling into error”, and<\/p>\n WHEREAS<\/em> the County Sheriffs in forty nine of the fifty states (Alaska excluded as it has no elected county Sheriffs) are the only directly elected Constitutional law enforcement officer responsible for keeping the peace and enforcing the Law within their jurisdiction, and<\/p>\n WHEREAS<\/em> six states of the fifty States (Kansas, Nebraska, Nevada, New Mexico, North Dakota, and Oklahoma) have provisions within their existing laws that provide for the summoning of Citizen Grand Juries, and<\/p>\n WHEREAS<\/em> Clause 1 of the Fourteenth Amendment to the Constitution of the United States guarantees \u201cequal protection under the laws\u201d of all persons it follows that even absent particular laws within the other forty-four States the people of every State to have the ability to summon Peoples Grand Juries, and<\/p>\n WHEREAS<\/em> Rule 6 of the Federal Rules of Criminal Procedure concerning grand juries as amended to December 1, 2019 obviously applies to the Federal Courts and not to other levels of Courts thereby leaving open the option for Peoples Grand Juries,\u00a0 and<\/p>\n WHEREAS<\/em> the right of the People to use the tool of Grand Juries has existed since June 15, 1215 in Articles 52 and 61 of the Magna Carta, therefore<\/p>\n BE IT RESOLVED<\/em> the position of Friends of Liberty United and associated organizations is that America\u2019s Sheriffs should: 1. urge their constituents to use grand juries to hold elected and appointed officials, including judges, accountable with the knowledge the law will be upheld within their jurisdiction, 2. ask that every able bodied person in their jurisdiction who is proficient in the use of a weapon volunteer to be available to be deputized should the need arise to uphold the law within their jurisdiction, 3. tell their constituents of the need for unity on many actions required to restore the Republic and the rule of law throughout America and that Friends of Liberty United is the only entity known that has a current COMPREHENSIVE plan to create a force of UNIFIED groups working together on common goals while assuring that all groups and individuals have the freedom to pursue their own issues.<\/p>\n ***********end of resolution**********<\/p>\n “Today we need a nation of minute men; Is it really a \u201cmovement\u201d or some sincere Americans who understand America is headed in the wrong direction and in need of a course change but have no viable plan for changing it?<\/p>\n When the British Captain of the Serapis suggested Admiral John Paul Jones surrender Admrial Jones\u00a0 replied \u201cI have not yet begun to fight!<\/em>“.\u00a0 So it is with America\u2019s patriots.\u00a0 We have no recognized leadership or plan; a recipe for disaster.\u00a0 Perhaps POGO said it best; \u201cwe have met the enemy and he is us<\/em>.\u201d<\/p>\n Historically, Americans have gathered around special interests such as gun control, abortion, monetary and fiscal policy, immigration, etc.\u00a0 Though important issues, they are SYMPTOMS of our problem and SYMPTOMS can\u2019t be solved!\u00a0 This has stifled development of a \u201ccollective effort by a large number of people to try to achieve something<\/em>\u201d (a movement).\u00a0 Perhaps if \u2019Tea Partiers’ ‘occupiers’,\u00a0 truckers, ‘oathkeepers’, Constitutionalists, motorcyclists, Sheriffs, veterans, and others trying to get government\u2019s attention would adopt a \u201cDeclaration of Demands<\/em>\u201d identifying specific demands they want satisfied a movement would evolve.\u00a0 Such a Declaration could help people avoid squandering their time and money on addressing symptoms and would provide a ‘yardstick’ for judging political candidates.\u00a0 It is the position of Friends of Liberty United that the following demands are to be pursued:<\/p>\n 1.\u00a0 Government officials must accept that<\/strong>:<\/span><\/p>\n \u00a0 \u00a0 \u00a0a.\u00a0 \u00a0Government was created for the purpose of securing people\u2019s unalienable Rights to Life, Liberty and an opportunity to pursue happiness.<\/span><\/p>\n \u00a0 \u00a0 \u00a0b.\u00a0 \u00a0no government official(s) has – or has ever had – lawful authority to alter this purpose and any any Act<\/strong> by government that has diminished or destroyed anyone\u2019s ability to enjoy a Right is unlawful<\/strong> and those responsible for its passage and perpetuation are guilty of one or more crimes cited in Title 18 of the US Criminal Code.!<\/span><\/p>\n \u00a0 \u00a0 \u00a0c.\u00a0 the evidence showing Federal action has exceeded its delegated authority is clear and abundant leaving two possibilities; 1. the Constitution has been illegally replaced as the Supreme Law or 2. those responsible for the unlawful \u201caction\u201d are guilty of usurping their delegated authority and are criminals.<\/span><\/p>\n \u00a0 \u00a0 \u00a0d.\u00a0 President Kennedy was right when he said in 1962 that: \u201cThose who make peaceful resolution impossible will make violent revolution inevitable.\u201d<\/span><\/p>\n \u00a0 \u00a0 \u00a0e.\u00a0 \u00a0the Constitution’s 10th Amendment saying “the powers not delegated to the United States by the Constitution …. are reserved to the States respectively, or to the people<\/em>” is incontestable evidence that the only lawful powers of the Federal Government are those specifically enumerated in the Constitution.<\/span><\/p>\n \u00a0 \u00a0 \u00a0f.\u00a0 \u00a0the U. S. Supreme Court was correct in saying:\u00a0<\/span>“This Court has regularly and uniformly recognized the supremacy of the Constitution over a treaty<\/em>” and \u201cit would be manifestly contrary to the objectives of those who created the Constitution, let alone alien to\u00a0<\/em><\/span>our Constitutional history and tradition to construe Article 6 as permitting the United States to exercise power under an international agreement without observing Constitutional prohibitions<\/em>.\u201d (Reid vs Covert);\u00a0<\/span>“a law repugnant to the Constitution is void<\/em>.” (Marbury vs Madison); and\u00a0<\/span>“Where rights secured by the Constitution are involved, there can be no rule making legislation which would abrogate them<\/em>.” (Miranda vs Arizona).\u00a0\u00a0<\/span><\/p>\n \u00a0 \u00a0 \u00a0g.\u00a0 \u00a0States, as the Principals to the Constitution and under the Law of Agency, hold the ultimate responsibility and authority for assuring its proper interpretation and implementation.<\/span><\/p>\n 2.\u00a0 To Make America Great Again America must be in control of its own destiny.\u00a0 Americans have a right to govern themselves; a right destroyed through illegal ‘Federal action’<\/strong>.\u00a0\u00a0<\/span>To correct the actions we demand<\/strong>:<\/span><\/p>\n \u00a0 \u00a0 \u00a0a.\u00a0 \u00a0The U.N.\u2019s mission be revised or America\u2019s U.N. membership terminated!\u00a0 \u00a0It\u2019s essential the U.N. be but a forum for discussing issues of international concern and that the U.N. Charter and sovereignty destroying treaties and organizations it has spawned be nullified or repealed.<\/span><\/p>\n \u00a0 \u00a0 \u00a0b.\u00a0 \u00a0The Federal Reserve System\u2019s policy of monetizing debt must be replaced with one meeting constitutional intent as it\u2019s impossible to be sovereign while indebted to others.\u00a0 To restore a sound economy, we demand a National Economic Recovery Program be instituted that will:<\/span><\/p>\n \u00a0 \u00a0 \u00a0 \u00a0 \u00a0* amend, alter, or repeal the Federal Reserve Act as authorized under SECTON 31 of the Act and return America to a non interest bearing, non repayable medium of exchange meeting the spirit of the Constitution\u2019s Art. 1, Sec. 8:5.<\/span><\/p>\n \u00a0 \u00a0 \u00a0 \u00a0 \u00a0* abolish some and restructure the remaining un payable debt of over $100 trillion resulting from our current unconstitutional and un Godly monetary policy.<\/span><\/p>\n \u00a0 \u00a0 \u00a0 \u00a0 \u00a0* resurrect the American System of Economic Independence.<\/p>\n \u00a0 \u00a0 \u00a0 \u00a0 \u00a0* develop and implement a tax system meeting constitutional intent.<\/p>\n \u00a0 \u00a0 \u00a0 \u00a0 \u00a0* institute a program leading to America\u2019s energy independence.<\/p>\n \u00a0 \u00a0 \u00a0 \u00a0 \u00a0* provide a \u201csoft landing\u201d for those dependent on today\u2019s socialist system.<\/p>\n \u00a0 \u00a0 \u00a0 \u00a0 * downsize government to where it operates within its powers authorized by the Constitution.\u00a0\u00a0<\/p>\n \u00a03.\u00a0 \u00a0 \u00a0We demand States support our goal by<\/strong>:\u00a0\u00a0<\/span><\/p>\n \u00a0 \u00a0 \u00a0a.\u00a0 \u00a0assuring they aren\u2019t eliminated through a Constitutional Convention or being declared<\/span>\u00a0 bankrupt.\u00a0\u00a0<\/span><\/p>\n \u00a0 \u00a0 \u00a0b.\u00a0 \u00a0Recognizing they aren\u2019t satrapies of the Federal government and as Principals to the Constitution, States are responsible for its proper interpretation and implementation and that they have a fiduciary responsibility to do so.<\/span><\/p>\n \u00a0 \u00a0 \u00a0c.\u00a0 \u00a0appointing an ad-hoc committee to identify federal actions \u201cexceeding the clear bounds of its jurisdiction under the Constitution\u201d and assuring those responsible for all such actions are held accountable under the law.<\/span><\/p>\n \u00a0 \u00a0 \u00a0d.\u00a0 \u00a0recognizing the fraudulent nature of the17th amendment, that fraud has no statute of limitations, that all federal actions taken since the illegal adoption of the 17th Amendment are – in law – null and void and that states should act to assure federal senators again represent the state.<\/span><\/p>\n \u00a0 \u00a0 \u00a0e.\u00a0 \u00a0removing the Federal government from the state\u2019s educational process, establishing a curriculum providing students true American history, and providing students handouts to not only educate them but also their parents and neighbors.<\/span><\/p>\n \u00a0 \u00a0 f.\u00a0 \u00a0assuring the Emergency Powers Act of 3\/9\/33 that made Americans the official enemies of the Federal government and gave it reason to declare a perpetual state of war and authority to operate under Emergency Powers permitting the President to function as a dictator via Executive Orders, Presidential Decision Directives, etc. be \u00a0passing a law requiring a true bill issued by a Grand Juries authorized in the Bill of Rights be litigated by a trial jury having full powers of subpoena and unrestricted access to evidence of its choosing when supported by a petition signed by 5,000 voters,<\/span><\/p>\n \u00a0 \u00a0 \u00a0j.\u00a0 \u00a0assuring every government official is constitutionally qualified for her\/his office.<\/span><\/p>\n \u00a0 \u00a0 \u00a0k.\u00a0 \u00a0assuring an honest and thorough investigation into the events surrounding 9\/11.<\/p>\n \u00a0 \u00a0 \u00a0l.\u00a0 \u00a0using their powers of intercession and nullification to reject unlawful Federal acts resulting from a deliberate and erroneous interpretation of the Constitution.<\/span><\/p>\n 4.\u00a0 \u00a0We respectfully demand our law enforcement personnel<\/strong> – both civilian and military – recognize and honor their oath of office requiring them to uphold the Constitution of 1787.<\/span><\/p>\n Conclusions<\/strong> – Whether the violations to our organic Constitution government are premeditated criminal acts, an erroneous interpretation of the Constitution\u2019s \u201ccommerce\u201d and \u201cgeneral welfare\u201d clauses, the application of the adopted though never properly ratified 14th Amendment , the emergency Presidential power rooted in the intentional bankruptcy of America or some other nefarious activity the facts are:<\/p>\n \u00a0 \u00a0 \u00a01.\u00a0 \u00a0fulfilling the Republican governor\u2019s pledge requires the intent of the Constitution\u2019s authors be enforced.<\/span><\/p>\n \u00a0 \u00a0 \u00a02.\u00a0 \u00a0enforcing Constitutional intent will require efficient and effective action by millions of people working as a team (movement) which can best – and perhaps only – be realized through a plan providing unity, not in body, but on significant actions of mutual interest while assuring everyone involved retains their freedom to pursue their special interests.<\/span><\/p>\n \u00a0 \u00a0 \u00a03.\u00a0 \u00a0these demands or a similar set could serve as a catalyst around which people will rally and as a basis for unity on actions having the potential \u201cto restore to the states and the people the prerogatives and freedoms guaranteed them under the Constitution.\u201d<\/span><\/p>\n \u00a0 \u00a0 \u00a04.\u00a0 \u00a0America\u2019s foremost problem is people\u2019s failure to understand the importance of, and to honor James 4:17 saying \u201cto him that knoweth to do good, and doeth it not, to him it is sin<\/em>.\u201d<\/span><\/p>\n \u00a0 \u00a0 \u00a05.\u00a0 \u00a0Though the United States was established as a Christian nation over 99% of our so called ‘churches’ are not first amendment churches but incorporated businesses in violation of the first commandment.\u00a0 It is doubtful God will again \u2018bless America\u2019 so long as this violation continues.\u00a0 To again enjoy God\u2019s blessing we must have a national repentance and elect God fearing people having the knowledge, courage, and integrity needed to return America to its biblically based foundation.<\/span><\/p>\n Above all, Americans must<\/strong> unite in spirit and meaningful action for as Medori Severi said: “until we abandon our manifold private agendas and unite, we will merely be hapless observers standing at the bottom of a dark, deep pit, wistfully hoping to save the world, but really doing little more than breaking the fall of compatriots who are pushed in on top of us. Only by uniting in a common effort devoid of subjective paradigms will we be able to mold the human spirit upon which we may ascend to freedom…..”<\/p>\n Americans must<\/strong> rally around a set of demands and improve their efficiency and effectiveness by \u201cteaming up\u201d as described for the benefit of all mankind. an international currency that would replace the dollar; a world development fund that would make funds available to free and communist nations alike; and an international police force to enforce the edicts of the New World Order;\u201d <\/em><\/strong>through a series of systematic and unlawful actions, and\u00a0<\/em><\/strong><\/p>\n Whereas<\/em><\/strong> this NWO, by definition, is a global prison whose \u2019warden\u2019 is an Imperial Oligarchy<\/strong><\/u> that has led America to the brink of a rightful civil war pitting \u201cWe the People\u201d<\/em><\/strong> against the elected and appointed officials pretending to represent us but who, in reality, have represented the financial\/industrial cartel who they sold out to, and<\/p>\n Whereas<\/em><\/strong> a peaceful restoration of our Republic rests in meaningful actions; some of which must be taken by America\u2019s Sheriffs who are under oath to uphold the Constitution; not some unconstitutional legislative act, statute or judicial decree<\/u><\/strong> and who have a fiduciary responsibility to assure \u201cWe the People\u201d <\/em><\/strong>are able to enjoy our unalienable Rights, and<\/p>\n Whereas<\/em><\/strong> it\u2019s self-evident Americans must unite, collectively determine for themselves the legality of a government Act, statute or judicial decree by determining if it diminished or destroyed anyone\u2019s ability to enjoy an unalienable Right (a litmus test<\/u>), and insisting their Sheriffs join them in saying the unlawfulness in government has gone to far and in doing whatever is required to hold those responsible for an unlawful Act and its perpetuation accountable by applying the laws cited in Title 18 of the U.S. Criminal Code. This is needed to reset our Republic on its lawful foundation, and<\/p>\n Whereas<\/em><\/strong> it is essential these actions be taken to prevent America\u2019s demise and to reestablish it as a nation of laws Friends of Liberty United has taken these positions:<\/p>\n Therefore<\/em><\/strong>, to prepare for the enforcement of our Supreme Law it is FOLU\u2019s position that every Sheriff should:<\/p>\n FOLU prays this letter helps inspire the reader to act for the time has come when law abiding God fearing Americans must exercise their Rights.
